Haven't you heard? It's part of Mattel's don't ask, don't tell line up.

Batman might be wearing a Batgirl prototype outfit.

Yeah, looking at this Batman again, I just don't like him. How those thongs got past quality control is beyond me. I mean they're plain as day and look like a bikini bottom...did no one see this at Mattel? I mean did someone actually look at the figure and say "Yeah that looks good?" I just don't see how they didn't notice the black thongs.
I have been very excited for this line but I hope they don't start screwing the line up already in only Wave 2. That Batman is just not a good-looking figure at all. Aquaman's black shorts look fine...why do Batman's any differently?

And perhaps costs are averaged across assortments, too. Ben mentioned Mego doing that, too, in WGT.

For Mattel, Batman is getting not only the standard boots, but belt, cape, & cowl, too.

(GA was pretty loaded, but he ws an exclusive...)

Someone sure could clean up making factory "serrated boomerangs" in China...

I know I will, here in Maine...but I'll pass it by.

Or just glued a coin to his left hand to cut some costs. Either way, lots of options

They also could have tooled a left hand with the coin as part of the palm....Not sure how much extra cost this would require and if it would be worth it....

Or a giant cardboard coin (folded in two to make it fit inside the bubble) before it ended up in the Batcave as a trophy

Granted, but a gun could've been a possibility too

I can definitely see the cowl being labled the "accessory" but when the first wave was originally shown, there was a discussion about the hands and the reason mattel went with the rubbery hands was due to the inclusion of accessories with the figures. This doesn't mean every fig gets an accessory (i.e. Superman) , but of all the figures to get one Batman is the first on my mind at least. A batatrang seems like an easy/cheap accessory.

I am also surprised that Two-Face doesn't seem to come with a gun or coin (granted, a coin might be two tiny). I would think Two-Face would have a gun before Aquaman would have his trident at least.
