from a purely nostalgic point of view, I would go with Vulcan. I never even heard of Black Lightning until I was in my teens.
Cyborg would be cool if they do put out a line of smaller scale Titans figures but I would rather see the classic 4 titans and Robin before someone like Vic
Retro Action figures released so far are consitent with the Challenge of the Superfriends theme (both heroes and Legion of Doom villains). Based on that, I think Mattel would tilt the balance towards Vulcan...

It hasn't all been Super Friends. I mean Two Face and Black Adam never were Super Friends characters. I personally would rather see many other characters done before these two. I want every character Mego did re-done. So far all male heroes are complete. We only need teen Robin and the other women and villians done (Joker,Penguin,Riddler,Catwoman,Batgirl,Supergirl and maybe Mr. Mxyzptlk as a Matty.com exclusive) then I'd like to see other major players Mego never did. This includes Hawkman,Hawkgirl,Black Canary,Plastic Man,Solomon Grundy,Superboy,Manbat,Scarecrow,Poison Ivy,Mr. Freeze,Brainiac,Bizarro,Composite Superman,Atom...and perhaps Dr. Fate,Spectre,Red Tornado,Firestorm and the originial Teen Titans. I mean I'd much rather see DC Comics iconic characters done then minor ones (especially Black Vulcan who was not even ever in the comics) Thats like putting out Wendy and Marvin and skipping say Hawkman or Black Canary. Super Friends is such a small part of the DC world. If Mattel only did characters from that show then we'd never see so many important characters. You could say goodbye to seeing Batgirl,Supergirl,Black Canary and even Catwoman. I don't want that to happen so I wish the demand to only do Super Friends characters would go away. Mattel's fantastic DC Universe line almost has completed every character done by Super Powers. This Retro line should give the same respect to Mego and finish those original characters first. IMO these new Retro figures do not go well with the originals. So me displaying an original Mego Joker,Penguin or Supergirl with these will not work. If the line goes on for 6 or 7 years then I can see bringing in minor characters tied only to Super Friends. It's bad enough they are already trying to pass modern age characters under a Retro line (yellow Sinestro).
I like obscure characters and I'm often more interested in them than the mainstream characters. So from that point of view, I want to see both of them.
Black Lightning - an I am totally down with the removeable 'fro. They should attach the mask to it, so we can have a modern bald Jefferson Pierce head and make this version of the character too:
I'd like to say Vulcan because of my extreme fondness for super friends but since he is truly based off of lightning they should just make him anyway,but truth be told I have always wanted a cyborg to go along side robin.
