Does having a pace-maker make you a cyborg?

If this is true wouldn't Ironman be a cyborg ?... or how about somebody driving a car ?

Or must you have original parts missing and replaced ?
I believe the definition of a cyborg is a person who has had part or parts of their body replaced by machines that perform the same function.

Almost forgot to mention Data from TNG, pretty sure he would be considered a cyborg.
