Well, I must confess that I too was a bit skeptical on first mention, but if he had the early-60s bit parts, AND made the mention on Letterman, then that eliminates ALL doubt.

Must be the angle...or Takei and Doohan were just puny midgets.
Takei is tiny and slight
Doohan was short I am 6'1 and I towered over him when I met him. actually the whole TOS cast is short except for Nimoy. But he was a dday vet so he was tough as nails
Actually, when you look at the eyes (one wide open, the other lazy), the nose, crooked mouth, and the general facial expression it sorta does look like him.
That picture might be the effect of a odd camera angle and lighting. He could also be wearing a pair of "Shatners special boots" that had lifts built in them......Plus, Doohan and Takei were hardly tall themselves. Doohan was listed at 5' 8"...which in Hollywood means he was probably only 5'6" or so. I saw Walter Koenig at a sci fi show in Calgary back in the eighties, and he's just a wee little fellar himself...I'm 5'8" and a bit and I towered over him. Takei is about the same height...I'm guessing 5'4" or so??
If that is him its kind of funny....that pic shows two of the best "voice men" in Hollywood!
I think it's him. He, and most of the other security guards in the episode are not credited. I am not surprised that info on it is scarce. Harry's most famous work is either voicing on the Simpsons or wearing a wig and beard in Spinal Tap. And I am sure that it could remain "stealth" considering all those things.
I'm sorry to be a dissenter here but I don't think that pic is him. Maybe he is in the episode but I don't think that is the correct pic. He is a short guy, I think shorter than Shatner.
