Folks, this is opinion, so there are no wrong answers. If someone believes Tweedle Dee and Tweedle Dum are Batman's best villains viva la deference (sic?).
While I know the Joker will likely be most everyone's pick, honestly, I like Ras al Ghul a lot better.
I could go a long time without reading another Joker story because so much has already been done with the character.
But I love Ras because of the international feel he gives to Batman. And while he is a megalomaniac narcissist, his schemes are on such a grand scale that he brings out the best in Batman.
He's kind of what Bruce might become if he did not have compassion and a protective nature.
While vengeance is certainly part of Batman's makeup, I think his impetus is more about helping safeguard Gotham and mankind from crime than just getting revenge.
I also don't see him as disturbed or crazy as some writers have chosen to depict him. He's certainly obsessed and the most determined individual on the planet but not crazy.
To me Ras is what Batman or Bruce Wayne might become if he truly was crazy.
As for lamest villain, of the popular big guns, it's the Penguin. His current portrayal as mob type is the best use of the character. But the way he was portrayed through most of his span as a character was really weak.
