I think Captain Tracey is my favorite so far, although I realize he probably wasn't as challenging as some of the others and their costumes. He's one of my favorite villains from the original series. When he first appears on screen, I always expect Kirk to turn Spock/McCoy and say "It's Captain Tracey, the most evil captain in Starfleet". He's just that menacing.
