That picture is of the prototype, not one from retail. But I'm pretty sure there's ones being sold where you can see less neck than any of the figs in this thread.

I think the picture at the top of this forum shows the turtleneck (completely covered neck), but this auction shows the other collar (you can see his neck):

I've got the 'black edge' no turtleneck variant.

I don't care for Hal Jordan as a character (I always thought he was boring, and they reversed the most interesting thing that ever DID happen to him), I'm more of a Guy Gardner fan.

but I wasn't gonna pass up a GL Mego, especially when there's fun to be had with it.

They're definitely in several TRUs; that's where I got mine. Don't know specifically about Austin TX, though.

Pretty sure mine was cracked in the package, but I have no photo proof of that. He was kind of wedged in the card and has a head rub from where the top of his head was in contact with the bubble, so it's possible that it was the result of handling at the factory. That and the cracked emblem was why I opened him not the other.

It seems like there are running changes being made or two different factory lines making the figs

Looks like the Aiming of the Emblems is better too.
That might just be an artifact of the figure and camera angle. Here are more pix:
