Some of the first figures on the first issues hand the pistols and shoulder harness, it wasn't until the later in the issues run that they came with the rifles.
I have seen several boxed ones in the Gi Joe books that had them pictured in it.

By first issue hands you mean the hands designed to eat the hamburger and pinch the Hooters waitress on the tushie? Then yes the Hard Hands Fuzz Head guys all have the pistol and sho-ho...The Kung Fu Grip guys, aka KFG as I mentioned earlier, had the rifles as far as I know.
The Walmart Adventure Team guys from last year had the Hard Hands guys pistols.
BTW...they still had all four dolls today...Man, it was hard not buying them...

I should have clarifed that I was talking about the KFG figures, I didn't because I was qouting your post and I figured I didn't need to.

No... The first start up run issue of KFG figures had shoulder harness and pistols and then went to the rifles permantly later in the run. As I stated, I have seen them pictured in several books that way and documented on line as well with then having them.

Mine's got them in a weird place. They've got them stocked over by the Hot Wheels.

They still had one of each of the guys and I got the Marine Dress uniform today near me. Only missing the Scuba suit.

I bought all these when they came out...but my biggest nit with them, and most of the repro Joe's today, is the eyes...there is just something about them compared to the vintage Joe's eyes...they have almost a blank or dead look about them...but I love the accessory sets...wish they would have done more...

These G.I. Joe were a couple of years before my time (but my brother had some). I picked up one of the repros back around 2008. I only wish I bought more because the Walmart I went to had nearly all of them. I think they are cool in a retro way, but I was more of a 3.75" action figure kid back in the day.
I am more than machine. More than man. More than a fusion of the two.

I think they did a nice job with these overall, particularly with the accessory sets. I pretty much stuck to those as I didn't need any more of the figures. I think Hasbro didn't get the sales they needed to continue in a way that was meaningful to them, which is too bad. I've looked into weeding out some of what I bought around that time, and there's not much interest. Not sure how this could have impacted vintage collecting, but I don't see where it would have helped.
