Hasbro owns Parker Brothers and absorbed whatever rights that company had in ROM. Hasbro only holds the Marvel license, it doesn't own it, and I would think it would be difficult to work out any inclusion of ROM in the Marvel line, in part because of ROM creator Bing McCoy supposedly holding some sort of rights or financial split in the property. That said, I'd love a Marvel Legends and 3&3/4 Rom.

>The only thing they don't own the name "Rom" and his armored likeness
I thought so, which is why his appearances the last few years are all out of armour. I thought there was some kind of twist with the Wraiths too; that Parker Brothers had sort of come up with the idea, but had never solidified it.... hence why they're seen in disguise form or as fog in the first few issues of the comic. Does Marvel own the Wraiths?

I wonder how much muscle Disney would flex if the guys at Marvel REALLY wanted Rom back.
