It's a really cool 9" Spider-man figure released by Popy in Japan in the late 70's. He comes with tons of cool accessories, has a grappling hook in his right hand and a missile launcher in his left hand, not even close to comic book accurate but cool in a way that only Japanese toys are. He was released in conjunction with the Japanese live action TV show.
Here's a pic of mine so you can see what he looks like. He's second from the left, with his box behind him.

Popy released the Mego versions of Superman, Batman and Spidey as a part of their "TV Hero Series" line of 8" figures in Japan. The Popy Spidey I'm talking about is this larger one with a buttload of accessories in a large window box. This figure has a completely different construction compared to Megos. The Popy Spidey figure on Lou's site is identical to the US version, just the packaging is different. Confused yet?
great card.
Don't recall seeing pocket heroes when I was a kid, I'd definitely be interested in them though. The great thing about them is you could use a wide assortment of figures from other lines as villians, whereas my Calibos didn't really hang with my Joes, I could see spidey webbing his ***.
