I understand that Falcon, as with the other 'scarce' 3rd Wave characters (Green Arrow, Green Goblin, Lizard and Iron Man), suffered more from limited marketing and poor sales, as opposed to limited production. By all accounts, Mego produced plenty of each character on their HTF 2nd Issue cards… yet all were so-called peg-warmers.
With that in mind, I'm less surprised by the appearance of two Falcon cards in an early 80s movie than I am by the omission of the other four peg-warmin' characters from the same Wave.
Also, you mentioned shooting schedule. Released in December 1982, it's reasonable to assume the "Wonder Wheel" scene was shot late-1981 or early 1982. Mego issued Falcon and the other 3rd Wave characters around Spring 1977. That leaves approximately a four-year window from active distribution to filming… possibly less depending upon when the film's Set Dresser arranged for that display.
Given Mego WGSH were on store shelves – consistently – from 1973 into the mid 1980s, four years doesn't seem too long.
