GAH is really a fascinating piece of Mego history, wow! Mego Museum rocks!!
If you look at any Type 2 Mego's hands you will see "circles" in the palms of the hands...but they are more "flush" or "surfaced" circles. The divot is very pronounced in the Bill Proto. Almost to the point that Bill looks like he was "crucified". It's really hard to describe. The divot almost looks like a "Crater" .

I noticed it also in the Ralph Proto's left hand. It is less pronounced in the Web Hand...but it is there. Just something that clicked when I saw the Bill Prototype recently.

All of the Logan's Run figures have the crater as well, it's weird I never noticed it because it kind of looks like life clocks, which doesn't make sense seeing as the series didn't have them.

Mark Huckabone emailed me last night and told me that the big difference is this Ralph has a hand painted head (which I should have noticed) and bears no copyright notice (again duh). He claims there are only two out there like this, the rest are factory finished samples.

That would probably mean the hand painted ones were Toy Fair prototypes.

Toy Fair was the first place where a manufacturer would reveal his plans
          to buyers in the showroom.

I have to say I don't think that Bill Maxwell head looks all that much like Robert Culp. Unlike say Kirk and McCoy Megos which have that resemblance which pops when you look at them; I think the Bill head is still a bit off. that's just my opinion anyway. I'm glad you got to document Bill and Ralph for the Museum. These are very important finds.
