Mego tried to mix-it-up a little bit with the Mad Monsters in order to avoid legal hassles from Universal Studios, who have the makeup copyrighted for Frankenstein & The Wolfman. Dracula was probably changed up to avoid problems with the Lugosi Estate.

What an assinine statement to make....

So should I be afraid that my wife does the grocery shopping every week and can't differeniate between the various products simply because they may have the same color scheme on the packaging? Hmmmm....I guess READING never enters the equation.

Not to mention that Green Arrow and Green Lantern's costumes look absolutely nothing alike. But, y'know, come to think of it I've never seen Iron Man and Shazam in the same place at the same time so they must be the same guy.

    They could easy ordered Fashion doll umbrellas from a HONG KONG manufacturerand use them(mego done that in the past){ YES FASHION DOLL UMBRELLAS HAVE BEEN MADE SINCE THE EARLY 60'S}
now before you said before how can it be child safety issue.
let me , explain that the palying habits girls and boys are very different.
Being that girls don't do as many stupid experimenting.
as as afootnote Hasbro learn early and Ideal learn thur error
that you try to offer each charatcter as differetly as possiable
that why the G.I.Joe 4 different branches of military have VERY different outfits when offered.

Wow, flawless reasoning. I'm sure that'll go well with all the women here on board

you just answered it youself, they included accessiores with other figures, why not the Pengiun's trade umbrella, the reason has to be safety.
molded umbrella looks like a fish hook, and will behave the same way inside a throat or nose.
many people back in the 60's &70's went to the hospital ER with the beverage can pull top entangled in there voical cords. because they used to place it in the can when drinking.

I never said the lasso was a hazzard , it was not needed people remenber wonder woman more for the Braclets then the gold lasso of truth.
concrening the comic action heros the items are so small that they don't pose a threat .every item as to be test UL lab for potential hazzard, child safety codes were being enforce in early 70's and went to the extreme with Battle Star Galactica with there missle firing ships.
And in case you haven't noticed swords have a double fish hook. The handle on a sword can get stuck in a kid's throat even more than an ubrella.

Why are you being such a dick about this? Unless you were present at the meeting when they discussed this you have absolutely no clue, nor does any of us, why they didn't include an umbrella with Penguin. But seeing how many other loose and small accessories they made child safety seems highly unlikely. Kryptosmaster's assumption that maybe it was because the umbrella would be loose inside the packaging actually makes sense. I'm sure the cost and the rush to release the figure had something to with it, but unlike most other accessories the umbrella couldn't be fixed to Penguins outfit, like a sword or a bow or something. Neither could Friar Tuck's staff, I know, but still... that was another time.
Either way, just give it up. Unless you were part in the decision making you don't know what you're talking about

I did the same thing but used a permanent marker to blacken the umbrellas...

Just a random thought but perhaps it had something to do with easy packaging? Seems like the vast majority of Mego figure's accessories are attached to the figure in some way? Perhaps this made them easier to box/package on the assembly line instead of having to insert a loose accessory like an umbrella?
I'm sure I'll be given a quick "well so-and-so had a loose packed accessory" so my theory will die a quick death.

Re: Penguin's umbrella, I'm agreeing with the theory of a rush to market, and Mego not really caring enough to warrant the extra expense, especially if it wasn't something that DC mandated the figure include. Considering the accessories that Mego did make, I don't think safety reasons were a factor at all regarding the lack of an umbrella.

The reason doesn't have to be child safety, I could point out several hooks available with action figures during that period including an umbrella but this is a tiring and pointless debate because none of us worked at Mego, so we don't know for sure.

The Laurel & Hardy figures, along with various other lines of TV & Celebrity figures by the same manufacturer, were readily available at stores like Target & Toys R Us and accessible to all types of consumers.

However, I stand corrected; thank you for sharing your expertise.

I just can't believe that a closed, molded umbrella is that much more hazardous than a sword, hammer, or bow, etc. The Comic Action accessories look pretty chokey to me, actually.

The umbrella that Doc offers is a cast from '90s 9" Laurel & Hardy figures, produced when guidelines were surely more stringent than the '70s.

Maybe it's just Cobblepot having the umbrella that makes it dangerous; that was certainly the case in the comics
those items were aimed at collectors
the child safety laws were more lax in the 90's
The sword and hammer like the AJ/apes M-16 do not occupies space equally
in all 3 dimensions nor does have "hook" like extenisons.
most you guys never had to know or deal with Legal liability laws.
    or biomechanics

It's a big stretch for me to believe that child safety had more to do with it more than simply cost cutting/production time. Mego included solid plastic accessories with the majority of their 8" figures and I can hardly imagine them including a working fashion doll parasol with the penguin, just because they existed doesn't mean it was going to happen unless you have some sort of inside scoop here?

If Child Safety was the big crushing concearn, a solid plastic piece (which mego included in Comic Action Heroes) would have been a common sense alternative to Mego and something they clearly knew how to do.

I don't know if this has factored into the conversation but it seemed to me that on a from-spiderman-to-conan scale, penguin/joker still made out ok for accessories if you consider the shoes and two part outfit. No Conan of course, but just lower on the list than Lizard (with the hand and feet tooling).
