Insurrection and Nemesis are worse by far. I find Insurrection totally unwatchable. They also mirror the classic films in some ways.
Generations = their Star Trek The Motion Picture. A fat turkey of a film that satisfies pretty much no-one. Kirk meets Picard; big who cares? They should'a stuck with Nimoy's idea.
First Contact = their Trek II + Trek IV. A slam-bang film with a strong villain who creates enough menace making the film a hit. Also a time travel sub-plot is thrown in because they are the most bankable of SF plots. The film basically steals elements from Aliens & Terminator films. Proves TNG can work in films while still being unoriginal.
Insurrection = their Star Trek III in that Starfleet proves they are a bunch of smelly doofuses by not doing what Picard wants. So the capt. & crew get to change their costumes to do a little moonlighting as mutineers.
Nemesis = their Trek 5 + 6. A tired old plot, the twin, is used for both Picard & Data at the same time while the fate of Starfleet hangs in the balance.
