If this were true it would only be holding up Six Million Dollar Man, not Bionic Woman as well. No, it's because of the rights to the novel being lost by Universal.
Actually, I think it's too late for them to make the best profits possible on a R-1 DVD release.
Reasons .
1. Our generation (the ones who would buy these) is getting older and older and as we do, we buy less and less DVD's ...
5 years ago we would have ate this up ... Now, I bet half the people who would have bought them 5 years ago wouldn't today.
Partly because we already have bootlegs of them.
2. Nostalgic SMDM mania has declined bigtime since it's height in the early 2000's
The same (to a lesser degree) can be said for the Adam West Batman series.
I think I'm gonna bite the bullet and order one of the seasons from the UK, probably the first one. I'll have to watch it on my computer, but I can live with that. At Amazon UK they are down to about 30 Canadian per season. Unless someone can recommend some quality bootlegs? There's a big show coming up where they usually have them for sale, but I am concerned that I'd get them home and they wouldn't play. That money would be just gone, y'know?
I bought both seasons and also picked up a Pioneer region free DVD player and they look great, much better than all of the bootleg stuff floating around.
I have the first season of 6MDM and the first season of Bionic woman (bionic woman is courtesy of T1K) and can do a PAL to NTSC conversion after I get my new computer completely set up.
You might be able to re-set your DVD players to play all regions or the region the UK uses. My friend did it with a SONY he had. I shopped around and bought a COBY brand DVD player to enjoy Blakes 7 DVD's. I looked it up on the web. I could probably get official SMDM sets cheap from the UK now and enjoy them here in the US.
There are web sites with instructions on how to re-set DVD all types of DVD player's. Maybe even the one you currently own can be set to region free and play any DVD from anywhere. Just Google your model number and see what info comes up.

Even if you can get your player to play other regions, the PAL signal could still be an issue, unless you have a player that can convert it to NTSC, or have a TV that can accept a PAL signal. Just wanted to mention that, a Region 2 PAL DVD has two separate potential obstacles that have to be overcome for North American viewers.
