I think generally popularity and value isn't judged in the eye of beholders.

It seems to be more judged by a few bigwigs and their opinions trickle down to the great unwashed... who happily accept them.

IMO John Constable is a way better landscape painter than Monet - (who's paintings look like color-by-number paintings)

But most people who say Constable who ???

Both are very talented artists but in two completely different styles. Romanticism and Impressionism.

As an admirer of the Romanticism style I prefer Waterhouse over Constable. His Lady of Shalot and Miranda the Tempest are absolutely gorgeous.
You are a bold and courageous person, afraid of nothing. High on a hill top near your home, there stands a dilapidated old mansion. Some say the place is haunted, but you don't believe in such myths. One dark and stormy night, a light appears in the topmost window in the tower of the old house. You decide to investigate... and you never return...

And that doesn't just apply to Art. For years fashion magazines, tv and movies have tried to convince me that Sarah Jessica Parker is an attractive woman. No dice.

        She looks like a horse

Their "Who you gonna' believe, us or your lyin' eyes?" approach has had no effect on me. That gallery piece is terrible and she's hideous.
You are transparent; I see many things... I see plans within plans.

Thanks for mentioning Waterhouse and Constable. I looked them up and learned new things.
