I liked the suit, but I felt it was unnecessary. Shipp was built very well (better than many artists drew Barry, honestly) and would have looked the part in just spandex. The suit cost a lot of money to develop and maintain, and increased the show's already high budget. Toward the end of the season, it was starting to look a bit rough. You can see where they patched it up in several episodes.
Also, if you notice, in the pilot, the suit was a brighter, more vibrant red. I preferred that version.
All in all, the folks at WB wanted to emulate the then-recently successful Burton Batman film as much as possible, hence the rubber-like suit.

I understand what you're saying Chris, but they did explain why he wore the suit. It was supposedly a experimental Russian deep sea diving suit, that could with stand all sorts of pressure or friction. Remember his clothes got ripped every time he ran around. When he ran around the track the suit held up well. Spandex would in reality rip right off him at those high speeds. You best believe that when they put him in the movies or in the TV show wearing the suit,it won't be spandex. It won't be as big as the tv show one, but it will most likely have that rubber scuba look.........I liked the suit, but I felt it was unnecessary. Of course they did....lol but I dug it anyway...It was very Batmanish lol YUP textured suit no need to bulk it, the actor most likely will be built......agreeComment

I like the silly comic book explanation that Flash has a protective aura around him, lol.
While there are some sprinters who are bulky - Herschel Walker still owns some SEC track records - I think Flash would have a more slender build than Superman or Batman or Aquaman.
I like the bit that Mike Baron added to Flash about him needing to eat mass quantities of food to replenish his energy. With that in mind, I would think Flash would be like distance runners runners whose bodies actually eat away at their muscle mass since there is so little fat to draw from.
If I were costuming Flash, I'd have the costume made out the Lycra (thick spandex) that most sprinters wear with a helmet-like mask similar the Batman Dark Knight Returns mask.Comment
