in this article it is almost described as an elseworlds tale - the "imaginery tale" predates moore's paragraph. this article points out that moore made the distinction that there is a difference between fictional and divergent tales

I was half expecting Smallville to do the whole "legend of Superman" thing when I saw the bit with Chloe. They kind of touched on that aspect, but what happened within the series was still canon, and I was glad for it.
