For me this isn't complicated...Clark was found and adopted by Jonathan & Martha Kent in Smallville, Kansas. In my book...that makes him American by default.
I've read the story. I was going to wait, but curiosity got the better of me. It's not the big deal everyone is making it out to be. Infact, it makes a lot of sense.
SPOILERS
Superman isn't dissing the USA. He still loves it and will fight to protect it. Clark is still American. I'm positive what Superman wants is to be declared a citizen of the world. This will free him up to save people everywhere around the world without reprisals against the American Government. It seems when he goes places that are not friendly with America, it can be looked upon as if he was working for America. Thus he's accountable for any actions taken against his home country and he doesn't want that.
