They become 4th string when you put 'em both together with Dematties and Giffen. 3rd string if you add Kevin Maguire! I think the notion of star-power and his D-list status is intrinsic to Booster's character... best seen in the JLU episode and the 52 comic series.
I agree that Dan Garrett was the most successful, it's a shame that a character that had that kind of mainstream success hasn't stuck on the cultural radar. Given the fact that he hasn't really been seen for half a century the only folks that would remember him from back in the day are in rest homes.
With the amount of fondness fandom had for the Charlton incarnation, I was always really surprised to go back and find that his run there was so short. Arguably his "knockoff" in Watchman moves the mass cultural needle more than Ted Kord. His biggest success is as part of the Justice League (which you can pretty much say for many of the C-list characters of the Giffen era).
Already the Reyes incarnation has action figures and cartoon appearances, not to mention the live action TV show in development by DC Entertainment They really are hot to try and find something to replace Smallville. I think he's here for a while. Plus I dig the sentient costume.
