Probably more a product of my age, but all these guys were pretty much has-beens when I was reading comics as a kid, with the exception of Captain Cold in the Superfriends. Barry had killed Zoom by then, and the title was on the verge of cancellation with the Trail of Flash and then Wally pretty much befriended them all when he took over and fought new baddies (that haven't really stood the test of time) over the old Rogues.

They all seemed pretty innocuous up until Johns made them dangerous again.

I'm quite fond of Chunk after they reformed him and wish they would use him as a supporting character more, but yeah, Speed McGee, Red Trinity/Kapatalist Kouriers/Lady Flash, et al never quite made the grade. Cobalt Blue might be savable if they could streamline it, but it depends if Geoff Johns wants to get into all the Evil Twin stuff.

Savitar had potential as a Speed Cult Leader, but they seem to have decided to do away with him once and for all in Rebirth.
