If I were you I would trim the sleeves and make them cap sleeves, so the shirt underneath will have room. I would open up the under arms just a little bit too by cutting off the material. The fabric you are using does not need to be hemmed, as it will not unravel. Perfect smirk for Robin Hood!

You don't need to hem the edges of the tabs. I would just fold the fabric, slap some glue inbetween, press it with an iron, and then cut tabs (spacing them out evenly) which would then be glued under the cap sleeves.
