Best modeling compound to add on a head so it'd fit a MEGO?

I have the head of an action figure that I'd like to be able to place on a MEGO body.. The head itself was popped off the body, so it has no type of neck plug and since the back of the head was sitting on the figure's shoulders, the back of the head has a slight slant to it which would need some type of clay added to it so the head is shaped evenly all around...

I know some people use Sculpey for doing things like this, but since Sculpey needs to be heated up, that would cause the head I want to use to melt...

I'm guessing there must be some type of modeling compound that'd stick to a plastic head (at least until the head is modified to MEGO style and can then be molded)... I'd rather not go the mail-order route with anything like this because I don't want to have to pay extra shipping if I could just buy somthing locally... Can anyone recommend anything like this (that has a fair amount of working time to it) that might be available at Michael's, Jo-Anne's, or Hobby Lobby? Or even any type of material that could be found at a home improvement type store?

I just started using Apoxie. It has a 2 to 4 hour working period, then dries like plastic and can be sanded smooth. I did have to mail order it on Ebay, because they didn't have it anywhere too close. Not sure where you are, but this is cool stuff and may be worth it.

        Hmmmm....

Yeah, epoxy putty is probably your best bet. I prefer the Tamiya quick dry stuff. Milliput is good too, but I can't get it around here.

Milliput is what I use for stuff like that and other models, I would say to get the white one as it is the finest finish

                Hmmmm....

Is it soft? I'd be tempted to run a dowel off the bottom so's it'll fit a Mego body.

I don't know what type of plastic it is but it's pretty solid... It could be drilled into to add a dowel or something, but it'd still need a little bit added to the back of the head to make the head evenly shaped all around...

                    Ape-oxie is best.

I've tried JB Weld, tried those other two part epoxies...the grain is not fine enough.

You could also find half a sphere, same diameter as the neck and attach that. Add a tiny eyebolt and rubberband it to the hips for a swivel head. Might be easier to putty up afterwards.
