Glad you brought up Cheetah's boots. Dunno if it was mentioned, but there was a similar debate with Aquaman. I felt that the original Mego looked unfinished, and that boot structure was at least implied in the comics and cartoons, and that he should have had boots with fins on the back. Wisely, our client prevailed, as the boots (we now know) are far from subtle. Plus, with a beefier head, accurate scales and a trident, the bootless legs don't look like feety pajamas.
However, given the much more slender silhouette of the female Matt-Go bodies, leaving the legs bootless definitely made her look unfinished. Didn't think about the accessory angle, but now that you mention it, it's possible that it was a subconscious need to balance the figure.
As for Darkseid, the costume is padded and we were definitely skeptical in concept. However, the fellow who did the suit for us (forgive me...Paul, can you give the fellow proper kudos?) nailed it; and with the big gloves and boots it did the trick. We've compared the suit to an unpadded suit on a Hulk body we mocked up here (no you won't see it, else a black Mattel helicopter will land on my lawn) and it worked.
