I'd put forth the idea that action figures stopped being solely for kids once
the STAR WARS generation hit about 18 years old...early 1990s.

^^SW gen kid here and got into collecting action figures again when I was 24 with the new POTF bulk figures. Didn't care much for McFarlane, SLU and Toybiz.
So yeah, early 1990's right when grunge was selling out and dying.

Do you know how much flocking would be involved doing a Ron Jeremy figure...LOL
We're talking head,moustache,torso,arms,legs,groin....

That's a lot of flocking....

A Ron Jeremy figure might go past the point of flocking and need a whole-body reroot.
