Mystery figure from PACO?

Can anyone help me identify this guy? I picked him up for $1 today at the flea market, mainly for the boots, and then got curious about him. I've Googled PACO but don't see this figure anywhere. Anyone know who it is or when it was made?

Why, that's Captain Mercury. A promotional figure. I sold a boxed one at Mego Meet a few years ago. I've been looking for another one if you want to sell.
