Is this Cain (as in Cain & Abel)?

Spotted this guy on eBay.

Out of curiosity, got to digging around on the net to see if I could answer the seller's question of "who is he?"

Based on the sandals, I'm guessing a religious character. And the forehead scar suggests Cain. So, anyone know of a line of 8" MEGO-like Biblical figures?

the Rainfall figures are Biblical and have sandals.

This is not a Rainfall Bible figure character, even though it uses th same body. I's a Kung ** / Karate guy, that normally comes with a Blak or white Karate/Kung ** outfit. Not sure, if they were released by LJN or some other company. If I remember correctly there were two different of these characters.
