Just speaking for myself, having looked in 3 different states (Illinois, Ohio, and New York) since wave 1 launched, I've seen most of wave 1 in all 3 states.
I didn't go to a single store that didn't have some of wave 1, though I know some people said they never saw wave 1 in their local Targets at all.
But for me, it feels like if wave 2 is anything like wave 1, just about every figure you want will be available if you just wait it out.

You'd be amazed at what you can get away with when you act like you're supposed to be doing it.

I can't tell you how many times I've been approached by customers asking for help in Target when I've been shopping and wearing a red shirt and Dockers. I know my local stores well, so I usually just help them unless they need something scanned.

But I've never pilfered anything.

Yeah, they seem a little whipped up today.
Also, I'm puzzled how someone removes and walks out of Target with a big endcap sign and no one from Target notices or asks them about it?

One of the FB sign grabbers gave detailed instructions on how to steal it, and bragging about how the cashier never caught him. He seemed pretty proud of how clever he was.
And of course it's not stealing if they are only going to throw it away soon anyway. So go ahead and take that ripe produce now! In a few days they'll toss those bananas anyway!
