It would be to fufill the originals.

But that wouldn’t fulfill the originals; what about Falcon ?

I can’t imagine they’d separate Cap and Falcon, my guess is those two will be in one set, maybe with Red Skull and someone else (Black Panther?).
Then Thor, Iron Man, Hulk and Hawkeye ?

Okay, since the second set is out, which characters do you think will be in wave three? When do you think it will get released?

Iron Man, Thor, Black Panther, and Hulk would be a cool set. Black Panther would be a great new edition to the original figures.
