My DC Universe Classics Black Manta went bad.

If you have this figure you might want to check on it.

The rubberized coating on the Black Manta figure from the 2010 Aquaman vs Black Manta Undersea Assault 2 pack turned into sticky white glue. It was nasty. First I tried the most gentle fix, soapy water, and it didn't do a thing. Even Goo Gone and an old toothbrush didn't make a dent. I thought I was going to have to throw him away. Last ditch attempt to save the figure was a suggestion from my Mother to try Equate isopropyl alcohol on a paper towel. Surprisingly, it took it right off and didn't damage the figure or the paint. Still try it at your own risk.
You are a bold and courageous person, afraid of nothing. High on a hill top near your home, there stands a dilapidated old mansion. Some say the place is haunted, but you don't believe in such myths. One dark and stormy night, a light appears in the topmost window in the tower of the old house. You decide to investigate... and you never return...

Thanks--I have the set and will check it out. Alcohol is a good way to remove vinyl exudate.

The downside is Manta no longer feels like a wetsuit. But he is not sticky and gross either.

Oh wow, that's interesting. I just checked my standard DCUC Black Manta (black bodysuit) and he seems fine. Some of my other DCUC figures (Tim Drake Robin in red and black comes to mind) have had a weird, powdery substance appear on their limbs. A wet paper towel takes it off, but clearly there's some kind of chemical breakdown happening.

Pro tip: Take any Mattel figure that's getting white substances on them and put them in the direct sunlight on a hot day for a few mins to an hour.

It will disappear and figure will be like new.

Even the ones still in package can be treated this way.
