^The 3.75" 66 Batman is based on the skin from Batman: Arkham Origins. So that's why he looks "roided out".

Toys R Us Canada did have the initial wave of Batman '66 as well as the Batmobile.

If they had single carded Robin and Batgirl, it could reinvigorate the line. But so few villains is really putting a damper on things.

It's just a re-release of a bunch of old crap, with a couple new things tossed in. Never made any sense when they axed the first line before it ever hit shelves, but why not just re-release it and try again? LOL
