Help identifying two modern figures please!

This is a friend's son. She is trying to identify these figures because she has to replace them. Long story! The pic is not great, but it's the only one I have. Any help identifying the character, or the figure, would be greatly appreciated, toy experts! One looks like a Batman and the other may be some weird Flash derivative. Thanks!

The one in the child's left hand is Lightning Lad from the Legion of Superheroes cartoon. It was a Happy Meal Toy.
