My top ones that I can't believe haven't ever been made are...

Batroc the Leaper...classic Cap villain that's been around forever.
Baron Blood...a freaking Nazi Vampire from arguably one of the best Cap storylines ever? Oh yeah.
Machine Man...long overdue.
Classic Guardians of the Galaxy...five pack with Vance Astro, Yondu, Martinex, Charlie 27 and Starhawk.
Stilt-Man...both a Daredevil and Spider-Man villain.
Hammerhead.
Jarvis...with all the Avengers stuff that's come out, he deserves a figure.

Some of the Inhumans got really nice figures in the FF animated series line. They did Black Bolt, Gorgon, Triton, and Medusa.

Okay here's a real answer, though I would like to see Angar. One of my favorite comic characters from the 80's was the Shroud. I know he'd just be a dude in a black suit with a black cape and black boots, but I'd like to see him get a tiny bit of respect.
