I wonder if the organisors couldn't address this problem, once they notice what's happening.
But how can you stop someone from buying a figure, even if it's clear he has no idea what he's buying?

The organizers could help end that nonsense by no longer providing exclusives and outing the scalpers as the reason why, naming names. Turning on the lights usually makes roaches run.

Very true; but the scalpers generate a lot of hype, which translates to cash for the shows, stores, etc. Even the companies benefit by the extra attention from a rapidly rising hot figure. So there's not a lot of incentive to clamp down. Kinda what happened to comics in the 90's.
