DC Mystery or local Phemonina

Ok I know certain collectors and toy sellers like to save reciepts and dump unselling stock. But here is what Ive seen. The past few weeks and several different chains I started running across early DC waves. NOt case quantity. Onesies and twosies. I just left a Walmart with a Metallo riddler, Elementman Batman and Red and Blue Supermans. I wonder if these are someone dumping stock. Is their worth really that down? OR are lost cases turning up. I find it hard to believe My old Walmart DC sat on these. We couldn't keep these pegs filled. This turning up any where else other then WNY?
