Nope, small head was first but deemed too small for the body, people speculate. Then they switched it and the head was too BIG. Why? To this day no one has a solid answer with proof. Just speculation.
Small head was always the best!!

I actually am shocked to hear that.

Especialy because as a kid I only had the "big" head head one
and the "small one" looked so much like later Han heads,
that I never woulda guessed the truth.
