That would be Hasbro not Marvel. Marvel doesn't make the Marvel Legends line, Hasbro does, and they license the characters from Marvel, but since Hasbro is the rightsholder for Rom, they could have made a Rom toy anytime they wanted (and they did in the minis they offered at SDCC). Making it as part of the Marvel Legends line was probably a no brainer in terms of marketing, and I am sure being able to do so was included either in the Master toy license Hasbro has from Marvel or in the deal they made to allow Marvel o reprint the comics, but the fact that Hasbro is making a Rom toy has nothing to do with Marvel getting anything about Rom since Hasbro is the owner of all the Parker Brothers properties.

This is actually Hasbro's 2nd Rom figure in the modern era. A 3 3/4" Rom was part of that SDCC multi-figure set from when Hasbro were trying to push a shared universe several years back.
