I've been collecting star wars bootlegs , this was from Mexico was a wildcard paid around $35. Could be legit could be custom bootleg. Either way I figured it was unique enough to own it.

I hafta say if it was a custom, the maker woulda have taken more care in assembly. And paint application. We used to joke about one long term member and his slapdash approach to painting heads. This is so much worse than a custom. This has to he the work of some seriously underpaid sweatshop employees.
