Need help identifying this Captain America...

I picked this up on Ebay...it's a 12" tall countertop standee. It's definitely not a custom.

It's offset printed on very heavy glossy stock and is machine die-cut. There is no manufacturer, copyright info or date. It looks as if it may have been punched out from a larger sheet with other characters?

Looks kind of like Joe Jusko, or someone imitating him. Everything's great except the yellow wings. I could have been a promotional piece sent out by Marvel, or perhaps something Comic Images did for Marvel in the late 80s/early 90s. They did all sorts of posters and trading cards back then.
