Hulk is 14 feet tall? Who wrote this, Ang Lee?

I just noted this is from 1975, a year before the Hulk TV pilot movie first aired. What city is this from?

In '75, I saw Spidey, the Hulk and Captain America at a Woolco. I've been trying to find photos of it ever since.

I swear that the Hulk Costume was inflatable as I recall a fan and being able to see the loafers of the guy playing the Hulk. This could be fuzzy kid memories though, I drank a lot in the 90s.
