Help Indentify a Kenner Cape and Somethig Else Please~

I got this cape with Some Super Powers and Kenner Batman Figures,, I cannot for the life of me figure out who it goes to~~

Also, I got this strange accessory with Star Wars Weapons (I was thinking A-Team but its not),, I pictured it next to a Bossk Gun for Comparison purposes~
