Trying to identify a couple of Kamen Rider (?) characters/villains.

they look like they're wearing white fencing outfits, their fencing masks are more like glass bubbles and they are bald but have kinda jokerish smiles. They are really freaky looking. Also the guys from Kamen Rider that have silver hooded jumpsuits with all black domed faces?
