Superman Heroes Gumball Machine Header Card (?)

Anyone have any ideas on what this might be? I think it's a header card from a gumball machine, but I'm not 100% sure of that...

Great find Steve! It's amazing to think characters like Green Lantern were getting figures in other countries and getting ignored entirely here. I think I spot Batgirl on the card with the large blue Batman as well.

The SF artwork at the bottom looks to be lifted from that SF beanbag from the 70s, that had the same shots of GA and Flash.
