Yeah, but it's hard to count unlicensed figures. There are just so many of them...and where do you draw the line when many are purposely left ambiguous in order to avoid any legal entanglements?Comment

I don't know if voices should count - you want the likeness of the actor - right?
Carry I count 6: Mask, Dumb & Dumber, Ace Ventura, Riddler, Grinch, Kick-*ss 2 (He also did Horton, but that doesn't sit well with me.)
Connery is lower than I thought: James Bond, Jones Sr., The Rock, League of Extraordinary Gentlemen, Highlander(?) (I can't believe nobody has ever made Time Bandit or Untouchables toys yet.)Comment

I'm glad my query has prompted so many great responses. As I have been thinking over this, I was wondering about some of the classic movie monster actors--Karloff is, in essence, the basis for several of the Frankenstein monster figures, and I would argue it's his Mummy being shown. Given some of the more recent collector figures, plus his figure for Mad Monster Party, I think he's up there.
Personally, I can see counting voice work, as that is, technically, a performance. I'm not sure anyone would really argue the Batman animated Joker for Mark Hamill.Hugh H. Davis

I think so. I think they did a Wayne figure when they did that Saturday Night Live line a few years back. I'm not 100% sure on that.Comment

Karloff only gets one Frankenstein figure, same character in 3 movies, Mummy and a figure of himself. I don't think he got one for the Black Cat. Lugosi probably beats him, Dracula, White Zombie, Igor from Son of Frankenstein, Frankenstein's Monster, Bela the Gypsy from Wolfman

The problem with that is if you include voice work, someone like Frank Welker will steal the show. Having done work in just about every animated program for the last 40 years there's no telling how many characters he's voiced that have been turned into action figures. I can think of at least 11 from Transformers alone.Comment

Good point about Frank Welker and the like. Since I started the query, I'll set the *rule* that the character has to match the image of the actor (and thus, 99 times out of 100, be a live action recreation).
