Updated the post with a translation from a user at Reddit, who said the company name is "New Star Science" and the year is 1993... later than I would have expected, but it's still pretty cool.

^The body reminds me of the large Power Rangers that were out around that time. My nephew had some of them, and my son has picked a few up at yard sales since. The symbol is almost George Reeves-like!
