Aside from the 12 inch figures, Mattel's BSG toys had a lot of unique tooling by their standards. Maybe the 12 inch ones were just rushed? Like some random exec thought Kenner has large scale SW figures so I guess we better too? Using the Captain Lazer mold did allow them to have cool light up action features which none of the SW figures had. I had the large Cylon as a kid and thought it was awesome. Kenner reused parts on their big SW figures too. They used Hardy Boys bodies for Luke, Han and Ben and I think Leia used a modified Dusty body.
You are a bold and courageous person, afraid of nothing. High on a hill top near your home, there stands a dilapidated old mansion. Some say the place is haunted, but you don't believe in such myths. One dark and stormy night, a light appears in the topmost window in the tower of the old house. You decide to investigate... and you never return...

Oh, they were definitely rushed. Basing these on the Captain Lazer figure allowed Mattel to get these manufactured that much faster. But as others have said, this just adds to their charm IMO. Holding the Cylon in my hands now though, I realize that these were quite fragile figures. I'm sure they wouldn't survive rough play that well, and pieces like the antenna, laser gun attachment and chest plate probably broke or went missing quite quickly.
