I know the orange surf board is AJ, but the yellow accessories, blue fins, and brown knives have me stumped!

The yellow pieces are from the Empire Spiderman Mobile Crime Lab Van. Tool box looks to be Big Jim. -
The walkie talkie looks to be a GI Joe (1970s) item, Secret Agent or something.
The brown knives might be Johnny West by Marx? Not that familiar with Johnny West, just a guess.
The blue swim fins are likely Action Man. I think Barbie also used those molds somewhere along the line, too, and cast them in an odd color other than the traditional GI Joe black. But I am pretty certain Action Man made them in blue too.
