Who am I?

Excuse my ignorance but I just can't remember who this is. I found it earlier this year at a yard sale. Marked 1978 Universal Studios Hong Kong and is 4-1/2" tall. Arms move and legs hinged at the hips.

I believe he was an original Battlestar Galactica character but I don't know.

Any ideas?
