i dont know if its rare but transformers have really gone up in general the last six or seven years. at least generations 1 and 2.

I don't believe that one was released here in the States. Someone who knows more about them would know for sure.

as with any toy there is asking for an actually having an item with a bid.
There are several on ebay for less so it may be a rarer packaging which is the source of the price (much like we'd pay a bit more for a Popy Spiderman box)
