1961 Hartland Western Cowboy Rider ID Needed

Hello,

I recently purchased two 4" Hartland Western Cowboy (rider) figures at a garage sale. I identified one as The Rifleman, but cannot ID the other. At first I thought it was Maverick, but it doesn't match the Hartland Maverick rider I have seen online. Can anyone help ID this guy?

He has "(c) Warner Bros. Pict. Inc." on the back of his left leg.
